Best time I can find is 23.980 but I think Kova did even bit faster one, not sure though. Any way, if you want proper lap time comparision, it's better to check both of these:

On the 1.0.8 records black text means best lap time in record server (non-working site ts1.jollygoodgames.com/records), and gray text best lap time in turbosliders.com video ranking. Not exactly every WR will occur in those but mostly so, and the rest are also at least very close.
